Attachment of Ladder rails?

I have some screws pulled out where the rails attach to the swim platform. Anyone have any tricks that work on how to re-attach them with success? I have tried epoxy but they pull right back out. I am thinking of running a piece of aluminum angle along the trailing edge to spread out the load when getting in and out of the boat.

Any ideas will be appreciated!
