Could this be contributing to my hard steering, or is this about right for an 83 enchanter with jacckplate with 4" setback , 235hp and 23" Quicksilver ss prop?

Probably not. It will contribute to lower top speeds, but that's about it. When the entire prop is below the surface, then the torque steer lessens because you've got so much rudder in the water.
