impeller problems

I have an Alpha SS and had the impeller replaced ( or so I was lead to believe ) and the boat still isn't drinking. The circulation pump is turning so I assume its working. I am thinking its whatever turns the impeller. Can anyone tell me what drives the outdrives impeller or have another idea of why she won't drink?

One thought we do have is this. When you split the case, there is a tube with an "o" ring that goes up, between the upper and lower halves. If this tubes "O"ring is not in properly, you'll turn water all day, but it won't go anywhere. Just a thought, but if the impeller is new, and your turning water, the "o" ring could be the problem, This is a fairly common thing.
