1961 StarCraft Voyager

Hello all! I'm new to this forum and new to boats altogether, but last weekend I bought a 1961 StarCraft Voyager. It has a 1961 Mercury Merc 500 outboard engine on it. I am starting to learn all of its parts and functions and I was wondering if anybody could tell me what this doohickey is? It has a cord attached to it that goes all the way to the dash where it ends with a jack that looks like it would be for a speaker. Any help?

Also, on my 1961 Merc 500 outboard engine where does it suck in the water at? I couldn't find a hole that looked like the spot where water would enter. Also, where is the "pea hole" on this engine?
