"New" Engine Very Low on power

Still running the same 496 I posed about on 12-18-2017. Still running 74 with my 24' Enforcer. One correction I'm running a 28 pitch 4 blade.

The original motor this thread was started about is still stored over against the wall; there's a good chance, eventually, i'll end up selling that motor to help get started on a new project. Kinda putting up the lack of power in that motor to the heads. In the future, I don't plan on trying to build any more 'budget' motors.
