Bonding/Grounding a fuel tank

If we are 'bonding', would we be tying all non current carrying metallic parts of the vessel together so that said parts are at the same potential versus 'grounding' where we would be providing a return path for a circuit and also to quickly trip any short or over current device protecting said circuit?
