78 predictor prop ?

I have a 16 ' predictor with a 115 top merc i have a 12 3/4×21p prop when the boat is at top speed running flat on pad it only tachs at 5100 rpm if i get a lower pitch prop and get rpms up will it go faster ? When the motor is trimmed out and im getting 5800 rpm i trim it down and its like it hits fihth gear but rpms drop and it gets faster dont understand
