props and plates

ya i know there are so many different setups and different opinions but will we ever figure them all out?

I have a 94 persuader 219 with a 350 mag alpha one
with a 19 pitch mirage (came with the boat) it was off the tach and gps about 59
i bought a 23 pitch cleaver at a swap meet for cheap it has run a gps best of 61.1 but its not the right prop
With the new prop the boat bounces pretty bad with any kind of trim at low speeds and with four people in the boat you better put someone in the cuddy if you want to plain before you hit shore on the other side- but with just two of us, which is 90 percent of the time, its just fine
this boat does not have trim tabs on it
should i invest in a bigger mirage or lazer? like a 23 or 25? I have read in powerboat mag and others about stainless cavitation plates that might increase top speed while helping the boat plane, i know trim tabs would be best but thats out of the budget right now. What do you guys think would be a good first step? or just dont worry about it and make other people get their own boat if they want to come! haha :) Has anyone ever ran a cavitation plate on a performance boat with good results? thanks
