predictor prop size?

I have an 86 Predictor with a 89 Mercury V-150 engine. Took a couple of tries to get in running well enough to try out the engine at upper rpm's.

So we got it up to 45 (GPS) and were hitting 6500 rpms, not even at full throttle. So I'm guessing we need a bigger prop, right now it has a 21 pitch 3 blade Stainless steel. How much bigger should I go?
 
You need to give more information. How high are you running the motor? What are looking to get out of your ride? (race or crusin) What weight are looking at? What I would look at is a 26 or 28 pitch but not sure what looking for. Give me some more info and I will try to help if I can.
