Actually, I believe this might be a early proto-type Ski-Mate with the optional splashwell observer's seat.

Early Checkmate Camera Boat
OH wait, I know why thats there. Its an early camera boat, the cameraman sits in that seat to take the action pics for the brochures. He has to be up there to keep the windshield out of the shot. Yeah, yeah, thats the ticket...
