I seriously doubt it's a 1980.

It looks like an older v-mate of some kind to me.

Early Checkmate Camera Boat

OH wait, I know why thats there. Its an early camera boat, the cameraman sits in that seat to take the action pics for the brochures. He has to be up there to keep the windshield out of the shot. Yeah, yeah, thats the ticket...
 
I want that grab handle and steering wheel!!!!!!!
Wish there was a boneyard for checkmates somewhere....the gauges would be nice, too
