Safty chain

Dumb question
When I purchased my 89 convincor it came with a C Hawk trailer. It came with one 48 inch safty chain. The chain was just put though the hole where the master cylinder is. This didn't look right and it is too short. In looking at it I can't find where it should go. My other trailers mount two chains with bolts on the side of the trailer. Should I be using one chain or two? Where should they mount?
 
Up here in the great white north, it's required that you have two safety chains, and they must be crossed.
 
Along with crossing chains, the attachment to the vehicle must have a snap type hook so the hook can't bounce off. Make sure you use minimum grade 8 bolts and nuts. Now is not time to use cheap bolts.

I just thought I was missing something. I would think this trailer came from the factory with chain mounts.
