Starting Trouble

I have a 1999 454 MPI. I have a potential problem no one seems to know what it could be or if it is a problem at all. Anyway, when I turn the key to start the very first time of the day or after is has been sitting for a few hours nothing happens. I turn the key back wait a few seconds and it then repeat the process and it will start no problem. Sometimes I have to do this twice. I know it is not the batteries, they are new and my voltage meter reads 12 to 13 volts as it always does when I turn the key to on and then start.

Could it be the starter motor? Should I be concerned? It does seem to be getting worse.

Any comments would be greatly appreciated.

I'm sure I'm off but, does the whole key switch turn maybe?
Mine gets loose sometimes and the whole thing turns. Tighten down the nut and then it fires right up. Just a thought.
 
At first I thought it was the ignition assembly because the switch plate was spinning as you mentioned. I went ahead and replaced the assembly and made sure I had good connections.

I am thinking it is some sort of loose connection with the starter and the cube fuse mentioned. My next step is to find the starter and cube fuse. Can anyone give me an idea where the starter is and what the cubic fuse looks like?

I have loved checkmates since I was 11 years old and just can't imagine owning any other kind of boat.
 
Starters going to be on starboard side under /behind manifold. Make sure you have tight clean connections on it.
