Stepped hulls are used to aid in freeing up the hull from the water. Getting it to brake free. Less resistance = more speed with less power.
The down side is, from what I understand is tracking when taking a corner and ride quality.

THE STEP IN THE HULL IS DESIGNED TO DRAW AIR UNDER THE HULL THEREBY REDUCING FRICTION FROM THE WATER TRYING TO SUCK THE HULL DOWN AND ALLOWING THE STERN BOTTOM TO RIDE ON A CUSHION OF AIR BUBBLE "BALL BEARINGS". IT DOES IMPROVE HOLESHOT AND SPEED; HOWEVER TURNING SHARPLY CAN BE A NEGATIVE DEPENDING ON WHERE AND HOW THE STEPS ARE DESIGNED. MANY OF TODAYS OFFSHORE RACERS WITH STEP HULLS SPIN OUT IN THE TURNS. THERE ARE CRITICS WHO CREDIT THESE SPIN OUTS TO THE STEP BOTTOM HULLS. YOU DO NEED TO TRIM THE BOAT DIFFERENTLY WHILE TURNING WITH A STEP BOTTOM.
